Why GOVP exists
Organizations already know how to store records.
GOVP exists because storing a record and proving it was never altered are different problems.

What happens when your records are questioned?
Organizations rarely get challenged because they lack records. They get challenged because someone questions whether those records can still be trusted — years after they were created.
The question is rarely "do you have the records?"
It is "how do we know they were not changed afterwards?"
Storing a record and proving it was not altered are two different problems.
Your organization already stores records. That part is solved.
All of them keep records. None of them can prove, to an outside party, that a record presented today is exactly the record that existed years ago. Databases can be rewritten, backups replaced, timestamps moved — and when the evidence and the issuer are the same party, the evidence is only as trustworthy as that party.
