GOVP is an open standard with a public specification, a cross-language conformance suite and MIT-licensed reference implementations — being prepared for the Free Software Foundation. All of them keep records. None of them can prove, to an outside party, that a record presented today is exactly the record that existed years ago. Databases can be rewritten, backups replaced, timestamps moved — and when the evidence and the issuer are the same party, the evidence is only as trustworthy as that party.

GOVP exists to close that gap: it turns a stored record into operational evidence whose integrity any third party can confirm — without having to trust the organization that issued it.

A single signature proves one declaration. Real evidence is many signals from many parties. GOVP verifies each one by the rules of its type, weights corroboration by genuine independence, and ends in a conclusion anyone can recompute.
